CIS-Charlotte Announces New Board Chair and Welcomes Four New Board Members for 2026-2027.
Communities In Schools of Charlotte-Mecklenburg (CIS) is pleased to announce Steve Menaker as Chair of its Board of Directors and welcome four new members to the organization’s Board of Directors. Together, these leaders bring expertise in education, workforce development, finance, research, and community engagement that will help advance CIS’ mission of surrounding students with a community of support, empowering them to stay in school and achieve in life.
Steve Menaker Named Board Chair
A lifelong Charlotte resident and graduate of East Mecklenburg High School, Steve Menaker recently retired following a 41-year career in public accounting, including the last 16 years with RSM US LLP. Throughout his career, he has served on numerous nonprofit and community boards, including organizations focused on the arts, domestic violence prevention, community building, and the Jewish community.
“As we look ahead, Communities In Schools is focused on growing our impact and meeting the evolving needs of students and schools across Mecklenburg County,” said Menaker. “I’m honored to help lead that effort and invite our community to stay engaged with our mission. Together, we can ensure more students have the resources, relationships, and opportunities they need to reach their full potential.”
Recognizing the transformative power of education, Menaker has become a passionate advocate for students facing barriers to success. He is deeply committed to helping Communities In Schools expand its reach and impact so that more students across Mecklenburg County have the support they need to thrive. As Board Chair, Menaker will help guide the organization into the future, providing strategic leadership to strengthen partnerships, advance the mission, and ensure CIS continues to meet the needs of students for years to come.
Welcoming New Board Members
Cory Bennett
Associate Director of Program Facilitation, Year Up United
Cory “CB” Bennett brings nearly two decades of experience in nonprofit leadership, workforce development, and student success initiatives. A Charlotte native, Bennett’s connection to Communities In Schools is uniquely personal—having been a CIS student, alumnus, counselor, and advocate. Today, he leads national workforce development initiatives at Year Up United and is passionate about creating pathways to opportunity for young people.
Danielle Frazier
Special Assistant to the City Manager, City of Charlotte
Danielle Frazier is a respected workforce development leader with more than 28 years of experience connecting talent to opportunity. In her role with the City of Charlotte, she oversees workforce development initiatives and launched the Education 2 Employment program, which connects graduating CMS students to career opportunities within city government. She is widely recognized for her leadership and innovation in workforce development both locally and nationally.
Rick Lich
Partner, Audit Services, RSM US LLP
Rick Lich brings more than 20 years of accounting, audit, and business advisory experience. As a partner at RSM US LLP, he advises organizations across a variety of industries, particularly in the technology sector. A U.S. Marine Corps veteran and leader within RSM’s veteran employee network, Lich is committed to serving both his profession and the community.
Dr. LaToya Russell Owens
Senior Program Officer, Gates Foundation
Dr. LaToya Russell Owens is a nationally recognized researcher and education leader whose work focuses on advancing equitable outcomes in higher education. As a Senior Program Officer with the Gates Foundation, she supports strategies designed to improve postsecondary success for historically underserved students. Her expertise in research, policy, philanthropy, and educational equity will provide valuable insight as CIS continues its work to help students achieve their goals.
